On Friday, October 30, 2026, Tours Métropole Val de Loire celebrated the groundbreaking ceremony for the new drinking water treatment plant in Saint-Cyr-sur-Loire. This symbolic milestone marks the official start of a major construction project for Stereau and its partners, driven by a clear ambition: to ensure the long-term quality of the drinking water supplied to residents across the metropolitan area, while proactively addressing emerging challenges related to micropollutants, pesticides, and PFAS.
A new treatment plant to meet tomorrow’s challenges
Located at the La Ménardière site, the new drinking water treatment plant will complement the existing facilities at Quai Portillon, which will also undergo upgrades and expansion. Stereau is leading the consortium responsible for delivering the project, alongside NGE and Actemium Armor, with engineering support from Merlin and Safege. The project features an innovative treatment process combining three complementary technologies:
- CarboPlus®, an activated carbon treatment process designed to remove micropollutants, among other contaminants.
- Filtralite®, a high-performance filter media that enhances water filtration.
- Low-pressure reverse osmosis, which will provide advanced treatment for one-third of the water flow, targeting unwanted molecules while minimizing remineralization requirements.nnThis project represents a major milestone for Stereau as its first significant reference in the construction of a municipal drinking water treatment plant incorporating low-pressure reverse osmosis. It demonstrates our ability to deliver solutions tailored to evolving water quality requirements.
A 31-month construction project with one key priority: maintaining uninterrupted service
The new facility will be delivered over a total period of 31 months, including 6 months of preparation, 18 months of construction, and 7 months of commissioning. One of the project’s main challenges will be ensuring seamless coordination of work across both sites while maintaining uninterrupted drinking water production and distribution to residents. Beyond treatment performance, the project also addresses the need to reduce its carbon footprint and optimize the environmental performance of the facilities.
A groundbreaking ceremony celebrating a collaborative effort
Held on October 30 in the presence of elected officials, representatives of Tours Métropole Val de Loire, funding partners, and partner companies, the groundbreaking ceremony marks another important milestone in bringing this project to life.
